President Trump Seeks Court Clarification to Fund SNAP Benefits, Blames Democrats for Shutdown Delay

President Trump announced on October 31, 2025, that his administration's lawyers believe they lack legal authority to fund November Supplemental Nutrition Assistance Program (SNAP) benefits using currently available money during the government shutdown, and he has instructed them to seek immediate judicial guidance.
The statement followed rulings by two federal judges ordering the Trump administration to continue SNAP payments for 42 million recipients using a $5.25 billion contingency fund. U.S. District Judge John McConnell, an Obama appointee in Rhode Island, issued the order at the end of a hearing in a lawsuit brought by cities and community organizations, stating the shutdown "doesn't do away with SNAP, it just does away with the funding." A second judge in a separate case echoed the directive, mandating use of emergency reserves despite the lapse in appropriations.
However, the $5.25 billion falls short of the full $10 billion needed for November's benefits, which were due by the first of the month. President Trump's post on Truth Social emphasized his commitment to Americans: "I do NOT want Americans to go hungry just because the Radical Democrats refuse to do the right thing and REOPEN THE GOVERNMENT. Therefore, I have instructed our lawyers to ask the Court to clarify how we can legally fund SNAP as soon as possible."
He noted delays caused by the shutdown passing the payment date and added that even with guidance, states would need time to distribute funds. President Trump compared it to his prior funding of military and law enforcement pay, promising: "If we are given the appropriate legal direction by the Court, it will BE MY HONOR to provide the funding."
The post urged SNAP recipients to pressure Senate Democrats: "The Democrats should quit this charade where they hurt people for their own political reasons, and immediately REOPEN THE GOVERNMENT. The shutdown, now in its second month and the longest in U.S. history, stems from Democrats blocking a clean continuing resolution (CR) passed by the House on September 19, 2025. Senate Democrats have voted against it 13 times, demanding additions for priorities like affordable healthcare that would nearly double costs from $1.6 trillion to over $3 trillion annually.
Federal agencies, including the Department of Labor, have issued statements blaming Democratic obstruction, with out-of-office templates for furloughed employees citing Senate blocks. President Trump reiterated calls to end the impasse, prioritizing American families over partisan demands.
